Welcome to the official website of the Cellule nationale d’Information pour la Politique Urbaine (CIPU, National Information Unit for Urban Policy).
The CIPU is an interdisciplinary platform for urban policy in Luxembourg, set up by the Department of Spatial Planning (DATer). Its aim is to bring together urban actors at the local, national, and European levels in order to promote inclusive and sustainable urban development in line with the goals of the “Programme directeur d’aménagement du territoire 2035” (PDAT 2035, English: Master Programme for Spatial Planning 2035) and the “New Leipzig Charter”.

The CIPU is the central platform for urban policy and urban development topics in Luxembourg.
We support cities and municipalities through networking, knowledge transfer, and the development of practical tools to devise innovative solutions—in collaboration with the relevant ministries, administrations, and institutions—to address current and future challenges in urban development.
Our mission is to strengthen the dialogue among stakeholders and actively support the implementation of a forward-thinking and needs-based urban policy in Luxembourg.
Our partners
The collaboration within the framework of the CIPU is based on an agreement between:
- the Department of Spatial Planning (DATer), Ministry of Housing and Spatial Planning (MLOGAT),
- the Department of Housing, Ministry of Housing and Spatial Planning (MLOGAT),
- the Ministry of Home Affairs (MAINT),
and the four biggest cities of the country:
- Luxembourg,
- Esch-sur-Alzette,
- Differdange,
- Dudelange.
The current agreement covers the period from 2022-2026.
